Appraisal functions of the federal government have been maintained on this site since 1874. This building has maintained both appraisal and immigration functions, as the successor to the Angel Island Immigration Station, from its construction until the present time.

PWA (Public Works Administration) Art Moderne architectural style of the building exemplifies the progressive influences in architecture beginning at the end of the 1920s and continuing through 1940.
